Article 1

Prague Short Film Festival is a competitive Festival of short films. Its aim is to contribute to the development and promotion of artistic short films and their production.

Article 3

The 13th Prague Short Film Festival will take place in Prague from between January 17 and January 21, 2018.

Article 4

The Festival program includes the following:

  1. an international competition of short films under 30 minutes
  2. national competition of short films of up to 30 minutes
  3. non-competitive sections, retrospectives, tributes and other accompanying events. Films in non-competitive must be under 30 minutes long.

Only scripted short films are eligible to compete at the Festival. Animated works, documentaries or industrial films will not be accepted.

Article 5

Only works produced after January 1, 2016 will be eligible for competition. Only works produced after January 1, 2017 may be submitted for the national competition.

Article 6

Only films on 35mm, DCP, HDD (MP4, MOV, MPEG, AVI, VOB up to FullHD 1920*1080 designed for PC not MacOS, preferable not ProRes) with English subtitles will be eligible for competition and non-competitive sections. All films will be screened with Czech electronic subtitles.

Article 7

Films will be selected by a commission of experts acting as an advisory board to the Program Director. The commission, under the authority of the Program Director, will determine the program schedule and set the screening order of the films.

Accepted films may not be withdrawn from the Festival Program after official selection confirmation.

Applicants are required to send their films on DVDs with filled out entry form or as online screeners via entry form. DVDs send by post must include clearly written sender’s name, address, tel/fax number and e-mail address on the DVD. All spoken non-English films must include English subtitles. All DVDs must be sent:

  • by mail (marked as “no commercial value – cultural use only“)
  • by courier service (with declared value of less than 15 EUR or 15 USD)

All received tapes and DVDs will remain in the Festival archive.

Submission deadline is October 15, 2017. Late submission deadline carrying a higher submission fee is October 31, 2017. Films for the national competition can be submitted from November 1, 2017 until November 30, 2017.

Article 8

Submission of films for the Festival is subject to an administrative fee in the following amount:

International competition:

  • June 10 to October 15, 2017: EUR 10
  • October 16 to October 31, 2017: EUR 20

National competition:

  • November 1 to November 30, 2017: EUR 10

Only Master Card, Visa or Dinners Club payments will be accepted.

Article 9

Copies of requested films (with English subtitles) must be sent to the Festival by January 1, 2018. There will be no exceptions to this deadline. All participants must follow shipping instructions included with the notification of film’s inclusion in the Festival program.

Film copies sent and received in accordance with the Festival’s shipping instructions will be screened at the Festival. No other copies will be accepted.

Article 10

Unless negotiated otherwise, costs related to the transportation of the film, promotional materials and insurance from the country of origin to the Customs Office in Prague are the responsibility of the participant. Costs related to the insurance of the film copy against loss or damage or destruction for the period after it is received by the Festival until its return to the delivery agent are the responsibility of the Festival. In case of damage or loss of a copy during the Festival, the Festival will only be liable for the cost of making a new copy based on the current laboratory rates for ordering a standard copy.

The cost of return transportation of the film to the sender will be born by the Festival.

Complaints related to bad technical condition of the returned copy must be registered no later than one month of the copy’s receipt.

Article 11

For each selected film, competition and non-competition alike, the Festival must receive a detailed documentation by the specified deadline, including the following: a synopsis of the film, stills of the film, a biography and filmography of the director, an original dialogue list and its translation into English, a full list of artistic and technical credits, and HD file or DVD of the film.

An excerpt must be provided for every accepted Film. If no excerpt is provided, the Festival reserves the right to produce it at the Festival’s expense. The minimum length of the excerpt is 10% of the film and the total length of the excerpt must not exceed three minutes. All participants hereby agree to consent to the excerpt being shown by Czech or international TV stations and on the Internet.

Article 12

Both of the Juries will be composed of prominent representatives of culture, film production, film theory, film critics, as well as filmmakers and producers. Individuals who participated in the making of any of the competition films are not eligible to become members of the Jury. All Jury Members are sworn to secrecy. The Festival Program Director or his representative may attend the Jury deliberations, but may take no part in the voting.

Article 13

Within the international short film competition, the Jury shall present the following awards:

  • Grand Prix and EUR 2,000 for Best Short Film

Further, the Jury may award the following:

  • two Special Jury Mentions

Within the national short film competition, the Jury shall present the following awards:

  • Grand Prix and EUR 2,000 for Best Short Film

  • two Special Jury Mentions

Financial awards will go to the director of the winning films and may not be attributed ex-aequo.

Award-winners are expected to attend the closing ceremony and to mention the award as announced, nationally as well as internationally, in their publicity and promotional materials.

Article 14

In case of unclear situations or cases not covered by these Regulations, the Management of the Prague Short Film Festival will decide in accordance with international regulations.

Article 15

Participation in the Festival implies agreement with the Regulations set out herein.
